A primary character, Zhuang Guo, a Communist Party provincial leader, must manage the repercussions from the unrest. The tumultuous times have a profound effect on his personal life. His wife has given birth to their second child. Zhuang Guo had allowed his wife to carry the child to birth, even thought the laws in China forbid having more than one. He reasoned that his authority would allow him to keep the second child, something his wife wanted so much. However, now under the scrutiny of his superiors, Zhuang Guo feels that they cannot keep the child. He decides to take his infant daughter to an orphanage. It is a decision that he tragically regrets for the rest of his life.
